Ms. Rios joined the Ford Foundation in 2002.
She was previously litigation director at the Puerto Rican Legal Defense and Education Fund, where she focused on environmental justice, language rights, bilingual education, housing discrimination, immigrant rights and other areas.
She also served as executive director of the National Employment Law Project, litigating and advocating on behalf of low-wage workers, and as associate counsel at the Center for Constitutional Rights.
Ms. Rios attended the University of Toledo in Ohio, where she received both a J.D.
and a bachelor's degree in political science.
Over the course of her career, she has testified before committees of the Organization of American States and the United Nations about human rights abuses and the need to place issues of racial discrimination in the United States within a broader global context.
