national broadband plan, and international economic and finance policy with a specific emphasis on U.S.
bilateral relations with China.
From 2002 to 2006, Mr. Huang served the Commonwealth of Virginia under Governor Mark R.
Warner as the Secretary of Technology and previously as the Deputy Secretary of Technology.
He began his career as Co-Founder of BuildPoint Corporation, a business to business web application provider for the commercial construction industry.
Mr. Huang graduated magna cum laude from the University of Pennsylvania, with a BS in Economics from the Wharton School, a BS in Electrical Engineering, and an MS in Telecommunications Engineering.
He then graduated from Oxford University with an M.Phil.
with Distinction in Economic History.
