Prior to that, he had been a senior associate at Allens Arthur Robinson in Sydney, Australia, where he was a member of that law firm's mergers and acquisitions practice.
Dr. Noakes received a BA, LL.B and a Ph.D in law from the University of Melbourne, Australia.
