He brings extensive experience in the private sector managing the development and financing of large-scale mixed use projects.
Mr. Biggins served as Senior Vice President and Chief Financial Officer of DKM Properties Corp., the real estate development subsidiary of the Dyson-Kissner-Moran Corporation.
Mr. Biggins is a graduate of Rutgers University and received a JD from Rutgers Law School.
