David is a two-time member of AiCIO Magazine’s Power 100 list.
Prior to becoming an independent consultant, he was the Chief Investment Officer at LACERA (Los Angeles County Employees Retirement Association, a $49B public pension trust), from 2011-2015, and served from 2001-2011 as Chief Investment Officer at San Francisco City & County Employees’ Retirement System.
Before becoming a CIO, David served as Vice President & Senior Portfolio Manager - US Equities for ING Investment Management (now Voya Financial), where he was an integral part of the team that created the Institutional Asset Management and Mutual Fund platforms for the organization.
Before joining ING David managed his own Investment Advisory firm where, in 1990, he implemented a process he created while serving as Sr. Equity Portfolio Manager at the Florida State Board of Administration, 1983 to 1989.
David received a B.S.
in business administration from the University of Florida, and holds the Chartered Financial Analyst designation.
