Samuels is currently the Chairman of the International Tax Policy Forum.

and General Electric Capital Services, Inc., Senior Counsel-GE Tax Policy & Planning at General Electric Co., and Senior Vice President-Operational Planning at Norfolk Southern Corp.
He was also a Partner at Dewey Ballantine LLP.
In addition, he served as an Adjunct Professor at New York University from 1975 to 1986 and as Deputy Tax Legislative Counsel at the U.S.
Department of the Treasury from 1976 to 1981.
He is a Trustee at the American Tax Policy Institute.
Mr. Samuels received his undergraduate degree from Vanderbilt University in 1966, his graduate degree from The University of Chicago in 1969, and another graduate degree from New York University in 1975.
