Xavier Rincel holds a doctorate in European law and has held positions in the French Assemblée Nationale, Commissariat à l'Energie Atomique (CEA), ministry of Labor Affairs and ministry of Foreign Affairs.
He was Secretary for the joint ministerial Commission on application of the Euratom treaty.
