From 1998 to 2003, he was Vice Chairman of the Budget Committee and the Standing Committee for the National People's Congress and Director General of the Macro Economic Research Department for the State Council from 1989 to 1998.
He has worked in the General Department and the Forecasting Center for the State Planning Commission and the State Information Center from 1982 to 1989.
Mr. Ning received a degree from the Renmin University of China in 1982.
