Mr. Michael T.
Navarro, the Director of the California Department of Personnel Administration (DPA), became an Ex Officio member of the CalPERS Board of Administration in November 2003.
Mr. Navarro serves on the Health Benefits, Investment, and Benefits and Program Administration Committees.
In his DPA position, Mr. Navarro oversees State employer-employee relations, the civil service classification system, Statewide employee training, and numerous benefit programs such as Savings Plus, which is the defined contribution program for State employees.
Prior to becoming its Interim Director, Mr. Navarro was the Department’s Chief of Labor Relations.
He has more than 30 years of human resource experience in State government, including 17 years in DPA executive and appointed positions under four administrations (Governors George Deukmejian, Pete Wilson, Gray Davis, and Arnold Schwarzenegger).
He also has served at the Department of Food and Agriculture as Chief of the Human Resources Branch, and in management and supervisory roles at the State Personnel Board, Justice Department, Department of Health, Department of Health Services, and the Department of Mental Health.
He is a graduate of the University of California, Davis.
