Their three main tasks are: to help overcome market failures that hamper the financing of enterprises, especially SMEs; to invest in the development of strategic sectors such as digital conversion, environmental and energy, and the social and solidarity economy; and to act as a lever to develop territories in connection with regions in France. Bpifrance includes OSEO, CDC Entreprises, FSI and FSI Regions. OSEO is a public institution whose mission is to support innovation and growth of SMEs. CDC Entreprises is a management company that invests directly or indirectly in SMEs and ETIs at all stages of their development. FSI is an investment fund established by the French government in 2008 to help French companies seeking stable investors to finance their development projects and FSI Régions is a management company which provides regional investment capital. In 2013, OSEO will become Bpifrance Financement and Bpifrance Investissement will regroup CDC Entreprises, FSI and FSI régions.
