Né dans une famille juive, la mère de Roman Abramovitch décède d'une septicémie alors qu'il n'a que dix-huit mois. Son père décède alors qu'il n'a que quatre ans et il est alors élevé par ses oncles. Il poursuit ses études lors de son incorporation à l'armée soviétique. Il intègre ensuite le prestigieux Institut of the Oil and Gas de Moscou, qu'il abandonne pour se lancer dans les affaires.

Sa carrière débute en 1987 comme mécanicien dans une entreprise du bâtiment à Moscou. Il profite ensuite de la Perestroïka de Gorbatchev pour démarrer ses activités commerciales sous forme d'une coopérative prénommée Uyut spécialisée dans la fabrication de jouets en polymères. L'éclatement de l'URSS et la libéralisation de l'économie vont l'orienter vers une activité de trader, achetant le pétrole à des producteurs locaux au prix du marché domestique pour le revendre à l'étranger.

Le tournant de sa carrière est sa rencontre avec Boris Berezovski, qui, grâce à ses contacts, lui permettra de faire une ascension fulgurante.

Un décret du président Boris Eltsine proclame, en 1995, la création d'un acteur majeur dans le secteur des hydrocarbures russes. L'entreprise Sibneft va très vite regrouper les actifs d'entreprises appartenant à l'état sur ce secteur d'activité. Eltsine ayant lancé une vague de privatisation, Abramovitch et Berezovski font pression sur le premier ministre russe pour l'inciter à fusionner plusieurs grands acteurs publics du pétrole de Russie en l'échange de la promesse que les oligarques soutiendront la campagne électorale de son parti grâce à leurs atouts médiatiques et financiers (Berezovski contrôlant notamment la première chaîne russe).

Les deux hommes acquièrent Sibneft fin 1995 et Abramovitch va alors posséder jusqu'à 73 % des parts suite au rachat de celles de Berezovski.

En 1999, Abramovitch est élu à la Douma en tant que représentant de Tchoukotka, une région pauvre et peu peuplée dans l'extrême nord-est russe. Cette élection lui permet à la fois de bénéficier de l'immunité parlementaire et d'échapper au fisc russe.

Le 24 décembre 2000, il est élu gouverneur de Tchoukotka et investit 1 milliards de dollars dans cette région, notamment en construisant ou en rénovant les infrastructures locales dans une région très difficile du fait des rigueurs climatiques.

En juin 2003 il devient le propriétaire des entreprises qui contrôlent le club Chelsea FC au Royaume-Uni. Passionné par le football, Il investit alors d'énormes sommes d'argent pour éponger les dettes du club et pour acheter des joueurs renommés. Les résultats suivent dans le championnat anglais (titre de champion dès la deuxième saison) ainsi que sur le plan européen (plusieurs fois dans le dernier carré en ligue des champions).

En septembre 2005, Roman Abramovitch vend sa participation de 72,7% à Gazprom, pour un montant de 13 milliards de dollars.

En mai 2006, via sa holding Millhouse Capital, il achète 41% de la société Evraz, l'un des trois premiers groupes sidérurgistes russes. Fin 2006, il acquiert le groupe d'acier américain Oregon Steel via sa société Evraz pour 1,8 milliard d'euros. Cette transaction fait l'objet d'une enquête par le Trésor américain notamment pour des raisons de protectionnisme économique.

Roman Abramovitch est classé deuxième personne la plus riche du Royaume-Uni. Selon Forbe's, sa fortune s'élève en 2010 à 11,2 milliards de dollars. Il est habilité à figurer dans cette liste en raison des propriétés qu'il possède à Londres et dans le Sussex. Sa propriété de 440 hectares dans le West Sussex avait pour précédent propriétaire le roi Hussein de Jordanie.

Il est également très influent sur l'équipe nationale russe notamment concernant le choix de l'entraineur et en investissant 30 millions d'euros pour la construction d'un centre d'entraînement destiné à la sélection russe, comprenant six terrains de football, plusieurs courts de tennis, une piscine et une salle de musculation.

En mars 2007, il figurait dans la liste du magazine Forbes comme la première fortune de Russie et la seizième mondiale, dont la valeur est estimée à 18,7 milliards de dollars. Il est alors le plus jeune à figurer parmi les 25 plus grosses richesses du monde, la moyenne d'âge étant de plus de soixante ans. En 2011, il se trouve à la 53éme place dans ce même classement, avec une fortune estimée à 13,4 milliards de dollars.
