La Commission européenne lance une consultation publique sur l'avenir de la politique agricole commune

Aujourd'hui, la Commission européenne a lancé la première étape de la modernisation et de la simplification de la politique agricole commune (PAC), en ouvrant une consultation publique de trois mois. Durant une conférence de presse tenue aujourd'hui, Phil Hogan, Commissaire européen chargé de l'agriculture, a dit: 'La Politique Agricole Commune est une politique vivante - elle est dynamique, et se montre à la hauteur des défis de société quand il le faut. C'est notre rôle, en tant que législateurs, de faire en sorte que cette politique puisse répondre convenablement aux défis actuels. Nous avons besoin d'une politique qui garantisse à chacun des citoyens européens de la nourriture en quantité suffisante, qui soit de bonne qualité et sûre; et qui soutienne la prospérité et l'activité des territoires ruraux. Sans agriculteurs, il n'y a pas de nourriture.' Comme l'a rappelé le Président Juncker dans son discours sur l'état de l'Union, l'agriculture 'est une part importante de notre mode vie européen', une part que nous devons préserver.' Les contributions reçues viendront étayer les travaux de la Commission visant à définir les priorités pour une politique agricole commune mieux équipée pour relever les défis fondamentaux auxquels sont confrontées de nos jours l'agriculture et les zones rurales, tout en contribuant à la réalisation des priorités d'action de la Commission. La consultation publique durera douze semaines et donnera aux agriculteurs, aux citoyens, aux organisations et à toute autre partie intéressée l'occasion de s'exprimer sur l'avenir de la PAC. Les résultats de la consultation publique seront publiés en ligne et présentés par le commissaire Hogan lors d'une conférence à Bruxelles en juillet 2017. La Commission s'appuiera par ailleurs sur ces résultats pour élaborer une communication, prévue avant la fin de 2017, qui fera le bilan du fonctionnement actuel de la PAC et présentera différentes lignes d'action envisageables. Investment Plan for Europe: EUR 40 million for Bulgarian SMEs

The European Investment Fund (EIF) and the National Guarantee Fund EAD (NGF) have signed an agreement that will release EUR 20 million in financing for Bulgarian small and medium-sized enterprises (SMEs) under the European Commission's COSME programme. This transaction benefits from the support of the European Fund for Strategic Investments (EFSI), the heart of the Investment Plan for Europe. 330 Bulgarian SMEs are expected to benefit from this agreement over the next three years. European Commission Vice-President Jyrki Katainen, responsible for Jobs, Growth, Investment and Competitiveness, said: 'I am delighted that Bulgarian SMEs will benefit from the Investment Plan for Europe to the value of EUR 20 million worth of guarantees over the next three years. This transaction will allow these enterprises to press ahead with their plans to innovate, expand and create jobs. 30 millions d'euros pour les petites et moyennes entreprises culturelles et créatives en France

Le Fonds européen d'investissement (FEI) et Bpifrance Financement ont signé hier un accord de garantie, le premier soutenu en France par le nouveau mécanisme de garantie en faveur des secteurs culturels et créatifs du programme Europe créative. Le soutien de l'Union européenne permet à Bpifrance de créer un nouveau produit de financement, intitulé Prêt Industries Créatives, pour mettre à disposition des entreprises un portefeuille de 30 millions d'euros de prêts au cours des deux prochaines années. Plus de 200 petites et moyennes entreprises (PME)des secteurs culturels et créatifs (notamment le cinéma, le théâtre, la musique, le spectacle vivant, la production de jeux vidéo ainsi que l'édition) devraient bénéficier d'environ 30 millions d'euros de prêts. Andrus Ansip, Vice-Président de la Commission européenne pour le marché unique numérique, et Tibor Navracsics, Commissaire pour l'éducation, la culture, la jeunesse et le sport, ont déclaré: «Cet accord est une excellente nouvelle pour les PME culturelles et créatives en France. Le financement supplémentaire de 30 millions d'euros mis à disposition dans le cadre de cet accord démontre que le programme Europe créative commence à jouer un rôle important pour faciliter l'accès au financement du secteur culturel français ». Mis en place dans le cadre du volet trans-sectoriel du programme « Europe créative », ce mécanisme de garantie poursuit le même objectif que le volet «PME» du Fonds européen pour les investissements stratégiques (FEIS), moteur du plan d'investissement pour l'Europe, c'est-à-dire augmenter les prêts aux PME afin de leur permettre de développer leurs activités. European Disability Strategy 2010-2020 has contributed to more inclusive society for disabled persons but challenges remain

Today the European Commission is presenting its Progress Report on the implementation of the European Disability Strategy 2010-2020. Thanks to EU action, there has been progress in all the eight areas of the Strategy: accessibility, participation, equality, employment, education and training, social protection, health, and external action. Initiatives such as the Directive on Web Accessibility, which will make public websites accessible to all, and the proposal for a European Accessibility Act are big steps towards better accessibility. The EU Disability Card project was piloted in 8 Member States and will make it easier for people with disabilities to travel across these Member States. But despite these achievements, challenges remain. As the EU population is getting older, the number of Europeans with disabilities is rising significantly, and their employment rate remains much lower than the one of people without disabilities (48.7% vs 72.5%). In addition, 30% of people with a disability are at risk of poverty or social exclusion in the EU, compared to 21.5% of people without disabilities. Commissioner for Employment, Social Affairs, Skills and Labour Mobility, Marianne Thyssen commented: 'Today's Progress Report shows that objectives of the 10-year Strategy remain fully relevant. By 2020, approximately 120 million Europeans will have a disability. EU action has made a significant difference over the past years, but we cannot succeed without the help of our Member States. We need to continue efforts at all levels in toppling down the barriers preventing people with disabilities from fully participating in our labour markets and society. The upcoming adoption of aEuropean Pillar of Social Rights will further underpin our efforts towards a more social and inclusive Europe for all.' The European Disability Strategy is the main instrument to support the EU's implementation of the UN Convention on the Rights of Persons with Disabilities (UNCRPD), which celebrated its 10 anniversary in December last year. Juvenes Translatores: Winners of the EU translation contest for schools announced today

The European Commission has today announced the winners of its annual translation contest 'Juvenes Translatores'. A total of 28 secondary school students, one from each of the European Union Member States, will be awarded a trophy and a diploma after competing with over 3 000 participants from across the continent. The winners will be invited to Brussels on 6 April 2017 to receive their trophies from Commissioner Günther Oettinger, responsible for Budget and Human Resources. 'My congratulations to the winners of the 10th competition.Your parents and teachers must be very proud of your achievement, and I applaud you for taking on the challenge and showing such promising talent. Languages open minds and break down barriers. They help us understand other peoples and cultures. Congratulations for showing creativity and flair in all 24 EU languages. Aides d'Etat: La Commission approuve les aides octroyées par la France en faveur d'exploitants de services de transport en commun par autobus en Ile-de-France

La Commission européenne a conclu que des aides d'Etat octroyées par la région Ile-de-France, puis par le Syndicat des Transports d'Ile-de-France, en faveur d'exploitants de services de transport en commun par autobus dans la région, étaient conformes aux règles relatives aux aides d'Etat de l'Union européenne. Ces aides ont pris la forme, successivement depuis 1994, de subventions à l'investissement puis de compensations de service public. L'enquête de la Commission a démontré que les subventions à l'investissement contribuaient à l'amélioration de la qualité du transport collectif en Ile-de-France sans fausser indûment la concurrence dans le marché intérieur. S'agissant des mesures liées au service public, la Commission a constaté que conformément aux règles de l'UE relatives aux services publics de transport de voyageurs, elles ne font que compenser le coût supplémentaire découlant de la prestation des obligations de service public imposées aux opérateurs d'autobus. De ce fait, l'aide ne procure aucun avantage indu aux bénéficiaires. La Commission avait ouvert une enquête approfondie en 2014 après avoir reçu une plainte d'un concurrent. Antitrust: Commission opens three investigations into suspected anticompetitive practices in e-commerce

The European Commission has launched three separate investigations to assess whether certain online sales practices prevent, in breach of EU antitrust rules, consumers from enjoying cross-border choice and being able to buy consumer electronics, video games and hotel accommodation at competitive prices. The Commission's Digital Single Market Strategy identifies a number of regulatory barriers that hinder cross-border e-commerce and proposes different initiatives to address these. As a complement to these initiatives, the Commission launched a competition sector inquiry on e-commerce. The preliminary results of the inquiry identify business practices that might restrict competition. The investigations opened today aim to tackle the specific issues of retail price restrictions, discrimination on the basis of location and geo-blocking. Under certain circumstances, these practices may make cross-border or online shopping in general more difficult and ultimately harm consumers by preventing them from benefiting from greater choice and lower prices in e-commerce. Such behaviour may breach EU competition rules that prohibit anti-competitive agreements between companies. Commissioner Margrethe Vestager, in charge of competition policy said: 'E-commerce should give consumers a wider choice of goods and services, as well as the opportunity to make purchases across borders. The three investigations we have opened today focus on practices where we suspect companies are trying to deny these benefits for consumers. The cases concern the consumer electronics, video games and hotel accommodation sectors. More specifically, we are looking into whether these companies are breaking EU competition rules by unfairly restricting retail prices or by excluding customers from certain offers because of their nationality or location.' EUROSTAT: Décembre 2016 comparé à novembre 2016 - Les prix à la production industrielle en hausse de 0,7% dans la zone euro - en hausse de 0,9% dans l'UE28

En décembre 2016 par rapport à novembre 2016, les prix à la production industrielle ont augmenté de 0,7% dans la zone euro (ZE19) et de 0,9% dans l'UE28, selon les estimations d'Eurostat, l'office statistique de l'Union européenne. En novembre 2016, les prix avaient progressé de 0,3% dans la zone euro et de 0,2% dans l'UE28. European Commission calls for #youngleaders worldwide to speak up at the European Development Days 2017

Young people from all over the world, aged 21 to 26, are invited by the European Commission to take part in the Young Leaders Programme at this year's European Development Days (#EDD17). The event is Europe's leading forum on international cooperation and development and it will take place in Brussels on 7 and 8 June 2017. The Young Leaders programme will engage young leaders to be part of the debate on the future of international development cooperation. Neven Mimica, Commissioner in charge of International Cooperation and Development, stressed: 'I strongly support the empowerment of young people, as they are the pillars of tomorrow's world. Our society needs their inspiration and courage to be more peaceful and prosperous. Through the Young Leaders Programme, we want to give voice to them. Their contribution to global development efforts is absolutely invaluable.' Sixteen youth representatives will be selected based on their exceptional skills, experience and commitment to development issues. Vice-President Ansip in Nigeria to boost digital partnership

Andrus Ansip, Commission Vice-President for the Digital Single Market is in Nigeria for a two-day visit to explore synergies for a strong digital partnership. In line with the European Consensus on Development, the Commission identified four digital priority areas for African countries: affordable broadband connectivity, digital literacy and skills, digital entrepreneurship, and digital technologies as enabler (e.g. eGovernment, eEducation, eHealth). The visit aims to identify areas of cooperation and investments and build bridges between EU and African digital entrepreneurs. This morning, the Vice-President had a joint meeting, in Abuja, with the Federal Minister of Communication, Abdur-Raheem Adebayo Shittu, as well as with various federal agencies responsible for digital issues. In the afternoon, the Vice-President will meet with the Vice-President of Nigeria, Yemi Osinbajo, and with the Minister of Industry, Trade and Investment, Okechukwu Enelamah. Tomorrow, in Lagos, Vice-President Ansip will also participate in a digital seminar, with a number of CEOs from the private sector, which will be followed by a meeting with the State Commissioner for Science and Technology, Olufemi Odubiyi, and site visits in the Yaba Valley, home to many Nigerian tech start-ups. Nigeria, Africa's most populated country, is a key regional partner of the EU and one of the five priority countries under the Partnership Framework launched in June 2016. Start of the 2017 Energy Union tour: Vice-President Šefčovič visits Breda and Rotterdam

Tomorrow Friday, Vice-President for the Energy Union Maroš Šefčovič kicks-off the 2017 Energy Union tour with a visit to the Dutch cities of Breda and Rotterdam. Following Wednesday's publication of the Second State of the Energy Union Report, the Commission now uses the new Energy Union Tour to drive the implementation of Energy Union objectives across Europe throughout 2017. 'The new Energy Union tour is designed to raise the awareness of investors for the huge opportunities offered by the fundamental modernisation of Europe's entire economy, making it low-carbon, energy and resource efficient. Both Breda and Rotterdam are positive examples for other cities across the whole continent', said Vice-President Šefčovič ahead of the visit to the Netherlands. In Breda, Vice-President Šefčovič will visit several renewable energy projects. In Rotterdam, he will meet with the mayors of The Hague and Rotterdam, Jozias Van Aartsen and Ahmed Aboutaleb. Vice-President Dombrovskis travels to Copenhagen, Denmark

Valdis Dombrovskis, Vice-President for the Euro and Social Dialogue, also in charge of Financial Stability, Financial Services and Capital Markets Union, is in Copenhagen today and tomorrow. He will engage in a series of meetings with senior political leaders and officials, including Prime Minister Lars Løkke Rasmussen, Minister of Finance Kristian Jensen and Mr Lars Rohde, Governor and Chairman of the Board of Governors of Danmarks Nationalbank, to discuss the economic situation and reforms underway in the country. He will meet members of the European Affairs Committee, Employment Committee and Business Committee of the Danish Parliament and participate in a Citizens' Dialogue event with Commissioner Vestager. He will also engage with social partners and representatives from Denmark's banking industry. The meetings and events will cover a wide range of topics, including the Banking Union, the Capital Markets Union, the Five Presidents' Report and Pillar of Social Rights. Commissaire Jourová participe à la conférence de la présidence maltaise dédiée à la lutte contre la violence à l'égard des femmes

Aujourd'hui et demain, des représentants des Etats membres et de la société civile venant de tous les pays de l'Union européenne se rassembleront à La Valette, où ils échangeront les meilleures méthodes pour prévenir ce phénomène et protéger les femmes victimes de violence. Vendredi, la Commissaire à la Justice, aux Consommateurs et à l'Egalité des genres, Věra Jourová,ouvrira la conférence organisée par la présidence maltaise du Conseil de l'Union européenne. La Commissaire Jourová a dit à ce sujet: 'En Europe,1 femme sur 3, âgée de plus de 15 ans, a subit une forme de violence. Nous avons lancé une campagne faisant de 2017, l'année où nous disons ' non à la violence contre les femmes'. Nous devons organiser une réponse coordonnée à différents niveaux: des personnalités politiques aux médecins ou aux initiatives de terrain pour garantir que toutes les femmes se sentent en sécurité en Europe, dans les rues, en ligne ou chez elles.' La lutte contre la violence à l'égard des femmes est une priorité de la Commission européenne, qui vient de lancer une campagne dédiée à l'élimination de ce phénomène.
